Cut off the roots and most of the green tops of a green onion.
Using a sharp knife, cut lengthwise through the onion stalk leaving 3/4 inch uncut at the root end so the fan will hold together.
Turn the onion and make another cut pareallel to the first. Continue cutting the top end of the onion into fine strips.
Soak in ice water about 20 minutes until ends curl.
