STIR boiling water into dry jelly powder in 2-L serving bowl at least 2 min. until completely dissolved. Stir in cold water and juice. Refrigerate 1 to 1-1/4 hours or until thickened (spoon drawn through leaves definite impression).
REMOVE 1/4 cup of the oranges; set aside for later use. Add remaining oranges to jelly; stir gently. Refrigerate 30 min. or until jelly is set but not firm (jelly should stick to finger when touched and should mound). Combine whipped topping and spices; spoon over jelly.
REFRIGERATE 4 hours or until firm. Top with reserved oranges just before serving. Garnish with mint leaves if desired. Store any leftovers in refrigerator.
