DISSOLVE jelly powder in boiling water stirring until completely dissolved, about 2 min. Stir in cold water. Pour into two 8-inch round cake pans.
REFRIGERATE until firm, 4 hours or overnight.
TO assemble dessert, place about 4-inches of warm, not hot, water in sink. Dip cake pan in water just to top of pan for 5 sec. Unmold onto large board.
CUT dessert according to diagram (click on link below). Arrange on large tray. Decorate with whipped topping and candies as shown.
