HEAT oven to 350°F.
BROWN meat in large nonstick skillet. Stir in vegetables; cook 5 min. or until crisp-tender, stirring frequently. Add pasta sauce and water; stir. Simmer 10 min., stirring occasionally.
BEAT eggs lightly in medium bowl. Stir in 2-1/2 cups shredded cheese and Parmesan.
SPREAD 1/4 of the sauce onto bottom of 13x9-inch baking dish sprayed with cooking spray; cover with layers of 5 noodles and 1/3 of the cheese mixture. Repeat layers twice. Top with remaining sauce and cheese mixture.
BAKE 1 hour or until heated through.
