MIX stuffing mix and hot water just until moistened; set aside. Meanwhile, brown meat in large skillet; drain.
ADD peppers, tomatoes with their liquid, ketchup, dressing and chili powder to skillet. Bring to boil. Reduce heat to medium-low; cover. Simmer 5 min. or until peppers are crisp-tender.
TOP with prepared stuffing. Cover; simmer 3 min.
