CREAM cream cheese and 1 cup brown sugar with electric mixer until smooth. Mix in egg and milk.
STIR in dry ingredients and apple. Mix until just incorporated, batter will be lumpy. Spoon into 12 greased muffin cups. Sprinkle with remaining brown sugar.
BAKE at 400°F for 30 min. or until golden brown and cake tester inserted in the centre of a muffin comes out clean.
