MIX water and hoisin sauce in saucepan. Bring just to boil. Remove from heat. Stir in peanuts; set aside.
COMBINE all remaining ingredients except lettuce in large bowl. Tear lettuce lengthwise in half along the centre stem.
SPOON sprout mixture evenly onto lettuce leaves; roll up tightly, being careful to not tear the leaves. Serve with the hoisin sauce mixture.
