  • Place meat in slow cooker sprayed with cooking spray; top with vegetables, chocolate and bay leaves.
  • Mix next 7 ingredients until blended; pour over ingredients in slow cooker. Cover with lid.
  • Cook on LOW 8 to 10 hours (or on HIGH 4 to 5 hours).
  • Mix flour and water until blended. Add to ingredients in slow cooker; stir until blended. Cook, covered, on HIGH 20 min. or until sauce is slightly thickened.
  • Remove and discard bay leaves before serving stew.
