  • Heat 1 Tbsp. oil in large saucepan on medium heat. Add onions, garlic, cumin and 2 Tbsp. peppers; stir. Cook 5 min. or until vegetables are softened, stirring occasionally.
  • Add potatoes and tomato juice; stir. Bring to boil; cover. Simmer on medium-low heat 20 min. or until potatoes are tender.
  • Heat oven to 375ºF. Blend soup, in small batches, in blender until smooth. Return each puréed batch to saucepan. Stir in milk. Bring to boil; simmer, uncovered, 15 min., stirring occasionally.
  • Meanwhile, cut tortillas into thin strips. Toss with remaining oil. Spread onto rimmed baking sheet. Bake 10 min. or until crisp and golden brown, stirring occasionally.
  • Top each serving of soup with tortilla strips, sour cream and remaining peppers.


Omit tortillas and the 1 Tbsp. oil used to toss with the tortilla strips. Substitute coarsely crushed baked tortilla chips for the homemade baked tortilla strips.

Serving Suggestion

Serve with lime wedges to squeeze over each serving of hot soup.
